Base policy
The base policy is applied if you don't have other policies. You can leave the default actions in the base policy unchanged, and users will be protected when they sign in. By default, the base policy blocks high-risk sites in all web categories.
Alternatively, you can edit the base policy to set your own default actions.
To edit the base policy, go to My Products > Protected Browser > Web policy, then click Base policy, and change the settings.

Web filtering profile
You can use a web filtering profile to control web access based on web categories.
The following table shows all the available web filtering profiles.

| Allow all except security risks | Allows all website categories except for Phishing and fraud, Spam URLs, and Spyware and malware. Blocks high-risk sites of any category. |
| Business only | Allows access to business sites only. Blocks personal browsing categories such as Entertainment, Restaurants and dining, Sports, and Travel. It also blocks Uncategorized sites. Blocks high-risk sites of any category. |
| Optimal productivity | Allows access to business-related site categories and others that support both business and personal use, such as Business and Personal Cloud Apps, Voice and video calls, and Web e-mail. Blocks high-risk sites of any category. |
| Conserve bandwidth | Allows general work-safe browsing categories while blocking categories that may consume excessive bandwidth, such as Live video, Live audio, and Video hosting. Blocks high-risk sites of any category. |
| Keep it clean | Allows broad web access while filtering inappropriate or sensitive content in categories such as Sexually explicit, Controlled substances, and Violence and Weapons. Blocks high-risk sites of any category. |

Default actions for downloads, uploads, and data boundaries
The settings you see under Default actions are action profiles used to control file downloads and uploads, as well as set data boundaries for the allowed web categories. These settings apply under all conditions unless you add policies to override them.
