Update a policy

Update mutable fields of a traffic shaping policy. Only description, bandwidth values, and scheduledOverrides are mutable. Bandwidth kind (guaranteed/bestEffort) and direction scope (aggregatedKbps vs uploadKbps+downloadKbps) are immutable; to change them, or to change name, associatesWith, isShared, or type, delete and recreate the policy.
